1. Update on FRENZ activities

The last months have been a busy time. Unfortunately, this has meant that this newsletter will be longer than normal. I hope that you will find the information presented useful.

A delegation from the European Commission and COST visited New Zealand, to meet with senior officials, to discuss progress in the EU-NZ Joint Science and Technology Cooperation Agreement. The discussions provided an insight into the development of the Europe 2020 strategy that will underpin new FP7 calls.

An invitation was issued to the research managers of NZ’s universities and CRIs to identify potential research topics for the Food, Agriculture and Fisheries, and Biotechnology theme, whereby specific NZ expertise could be shared with Europe to achieve their FP7 objectives. FRENZ, in connection with the BioCircle project, will be able to send 2-3 researchers to Europe to showcase this NZ expertise at a round-table event in Brussels, in September. Many thanks to all who participated.

The FRENZ Director visited Brussels to participate in their International Learning Network meetings, which brought together various FRENZ type projects, with other international cooperation actions, to consider the integration of “Innovation” into our various activities.

The FRENZ Director also participated at the kick-off meeting for a new policy dialogue project (PACE-net) to better connect research activities in the Pacific Islands with Europe, Australia and New Zealand. We expect to have more to feed back on this project in the last quarter of 2010, following a mapping of Pacific research activities, expertise and needs.

In the last week, the EC launched 51 calls for proposals – highlighted below. These calls will form the majority of EC programming for the next year, and encompass almost the complete breadth of the Framework Programme.

Throughout all of this, FRENZ has been, and will be, available to support the NZ research community in engaging with FP7. At present, the FRENZ Director is travelling around NZ, delivering our 2010 Roadshows, to provide additional information on recent activities, and also seek feedback on how to better target FRENZ actions. 2. EC launches bulk of 2011 calls

On the 20th July 2010, the European Commission (EC) launched its latest round of calls for proposals. As in any other year, the 2011 calls (so called since they will be funded from the 2011 budget) take account of the projects funded in the first four years of calls - to avoid duplication and to allow scope for concentration of effort in some areas.

However, it is clear that the EC has drawn heavily on its Europe 2020: A European strategy for smart, sustainable and inclusive growth communication, developed in response to the current global economic crisis. Click here for further details.

Included among the 51 calls for proposals are specific calls with Russia and Japan, highlighting the EC's continuing emphasis on supporting research links beyond Europe.

In addition, in the Information and Communication Technologies and Food, Agriculture and Fisheries, and Biotechnology Cooperation themes, the EC has specifically named New Zealand as a priority partner in a small number of prescribed project topics. See below, article on Topics including NZ.

In most COOPERATION Specific Programme themes, several calls for proposals have been launched in parallel. Generally, this is expected to simplify the information package for researchers, with one deadline per call. In the past, the EC has launched single calls for multiple activities with staggered deadlines, leading to confusion in the research community, and proposals being submitted to the wrong call deadline. By having separate deadlines for each activity, it is hoped that this situation might be avoided. However, researchers should ensure that they are using the information package specific to the call since the Guide for Applicants may vary between calls.

NB: Only one annual workprogramme is produced for each theme of the COOPERATION and CAPACITIES programmes; and one each for the PEOPLE and IDEAS programmes.

With deadlines falling between 14th September 2010 and 4th April 2011 (depending on the call), researchers should ensure that they are aware of the opportunities that are open to them, and the support that exists both within their organisations, and from FRENZ, to meet these deadlines (bearing in mind that proposals are always submitted by the European coordinator).

The FRENZ Director will be traveling around NZ in the coming weeks to deliver an update on recent communications with the EC. In addition, virtual and real training sessions will be delivered in the coming months, to allow a more in-depth focus on particular thematic issues.

In addition, the EC has launched two Joint Technology Initiative calls for proposals for Joint Undertaking in the area of Fuel Cells and Hydrogen and Clean Sky JTI 2010-04 . Industrially driven, these initiatives forma a bridge between the public and Private sectors, in shaping the research agenda. In principle, research organizations from any country may participate, although the expectation is that activities will normally be carried out in Europe. Ideas

Three calls for proposals for European Research Council Starting Independent Researcher Grants were launched in relation to the IDEAS Specific programme. These grants aim to support the brightest researchers at the start of their research careers (between 2 and 12 years after PhD award) to carry out frontier (aka ‘blue skies’) research. These schemes are open to researchers of any nationality, anywhere in the world. However, if successful, the research project MUST be carried out in Europe.

Ideas Calls

People

In the PEOPLE Specific Programme, under which the EC supports the training and mobility of researchers, two calls for proposals were launched:

  • In Initial Training Networks, one or more research organizations in Europe (with possible additional partners outside Europe) develop a project to train early-stage researchers (in the first 5 years of their career in research) via a defined programme of activities. The researchers – recruited from anywhere in the world – may broaden their research competences during their training by acquiring new skills through exposure to different sectors (private/public). Open to host organizations from around the world, funding supports the ‘trainee researcher’ salaries, and the cost of workshops and conferences to facilitate knowledge sharing.   • The Industry-Academia Partnerships and Pathways scheme aims to network industry and academia around a joint R&D project, over a period of up to four years. With a focus on skills exchange, these projects must involve groups from at least two European countries, with countries like NZ as an additional group. Here, seconded staff salaries may be covered, along with the costs of workshops and conferences, and the recruitment of staff from outside the partnership. Click here for further information.

Calls under the CAPACITIES Specific Programme are dedicated to the following Themes:

  • Research infrastructures (two calls);
  • Research for the benefit of SMEs (two calls);
  • Regions of knowledge;
  • Research potential;
  • Science in society (two calls);

3. Topics specifically mentioning New Zealand

As mentioned above, FRENZ has scanned though the 17 new workprogrammes (related to the 51 calls for proposals launched on 20 July 2010)and has identified five topics which specifically call for New Zealand engagement: three in the Food, Agriculture and Fisheries and Biotechnology (FAB, aka KBBE – Knowledge based bio economy) programme, and two in the Information and Communication Technologies (ICT) programme. A copy of the text for these topics has been sent to the research offices of all NZ Universities, and the topic titles are:

  • KBBE.2011.4-02: Support to European Commission (EC) activities related to international co-operation with Australia-Canada-New Zealand and with the USA
  • KBBE.2011.2.2-02: New technologies and tools and their potential application to nutrition research
  • KBBE.2011.1.3-03: European interprofessional network addressing zoonotic diseases transmitted via companion animals
  • Objective ICT-2011 9.6: FET Proactive: Unconventional Computation (UCOMP)
  • Objective ICT-2011.5.2 Virtual Physiological Human

In both programmes, the possibility for NZ funding has been mentioned. In the FAB programme, there is a statement in the introduction to highlight that funding is possible for necessary elements of the work; and in the Virtual Physiological Human part of the ICT call, the funding for industrialised third countries has been limited to 3 million Euros.

With specific regard to topic KBBE.2011.4-02, the EC proposes to fund (up to) one project, with a duration of at least 3 years. It is expected that any project developing the Australia-Canada-New Zealand and USA international cooperation platform will be driven by the national agencies already involved (i.e., MoRST for NZ). A meeting around this area is scheduled to take place in September, and interested researchers should look out for more information in this sphere in the last quarter of 2010, with activities likely to get underway in advance of the 25 January 2011 deadline, or the signature of any related grant documents.

In terms of the next steps, researchers should discuss their potential participation with European counterparts, since proposals will be submitted by a European coordinator organization. Researchers not already in possession of strong European links should consult with their research office and FRENZ for assistance in identifying the strongest European partners. Alternatively, researchers may consult the European Commission’s database of projects currently in receipt of funding from FP7. The database will give an indication of potential European partners already engaged in relevant topics.

4. And finally…

…don’t forget the training opportunities held by the Marie Curie Incoming and Outgoing International Fellowships (closing 17 August 2010); and the International Research Staff Exchange Scheme (IRSES). Whilst the new calls for these schemes won’t be launched until around November 2010, it is worth considering NOW where links could be sought or enhanced. It is highly unlikely that there will be significant changes in how these schemes operate, and so it makes sense to pursue these the researcher led (rather than 'problem driven') initiatives well in advance of their likely deadlines: with likely deadlines of March 2011 (IRSES) and August 2011 (Fellowships).

 

5. Knowledge based bio economy events

The European Commission will host an information day, in Brussels, on 13 September 2010 to highlight the opportunities for researchers in the current call for proposals in the Food, Agriculture and Fisheries, and Biotechnology FP7 theme. Also known as KBBE (Knowledge based bio economy), the information day will comprise a series of presentations (am), followed by a Brokerage event (pm).

Hosted by the BioCircle project (which networks third country National Contact Points in the KBBE theme), the Brokerage event aims to bring together researchers from around the globe with expertise in the KBBE theme field to foster relationships in support of the current Food, Agriculture and Fisheries, and Biotechnology call for proposals.

In addition, an international conference, KBBE2010, is scheduled to take place in Brussels on 13 and 14 September 2010. Under the auspices of the Belgian Presidency of the EU, the conference will gather academic research experts, economists, industry, policy makers and non-governmental organisations to discuss a new European vision and action plan for the KBBE towards 2020. It is likely that specific reference will be made to the EC’s Europe 2020: A strategy for smart, sustainable and inclusive growth communication.

On 15 September, a targeted group of individuals will be brought together – through the BioCircle project - to highlight potential new topics for international cooperation in the KBBE theme.

FRENZ will participate, with a small NZ delegation, at each of these events. A report on the events will be circulated in October 2010.

6. Information and Communication Technology events

Under the auspices of the Belgian Presidency of the EU, an international conference, ICT2010, will be held in Brussels from 27-29 September 2010. This biennial ICT conference has become a unique gathering point for researchers, business people, investors, and high level policy makers in the field of digital innovation. ICT 2010 will focus on policy priorities such as Europe's Digital Agenda and the next financial programme of the European Union for funding research and innovation in ICT.

In keeping with the Europe 2020 strategy toward Smart, sustainable inclusive growth, the key themes of the conference will be:

  • Powering our sustainable future: the potential of digital solutions to promote sustainable growth in a low carbon economy.
  • The human face of the digital age: the continuing constructive role of ICT in the daily life of citizens and the importance of public participation in the innovation process.

In parallel with the conference, the Ideal-IST project (which networks global National Contact Points in the ICT theme) will, on 28 September, host a brokerage and networking event, to bring together researchers from around the globe with expertise in the ICT theme field, to foster relationships in support of the current ICT call for proposals.

7. Marie Curie financial guidelines available

Following requests from Legal and Financial National Contact Points, the EC has issued dedicated financial guidelines for the Marie Curie Actions, which take better account of the specificities of the Marie Curie schemes than the normal FP7 financial guide. The new document should be used in tandem with the standard text, which has legal authority.

This document will be a useful tool for those involved in Marie Curie Incoming and Outgoing International Fellowships, as it is a more practical tool for administration than the general Financial Guidelines.

8. Update to the guidance note for FP7
Beneficiaries and Auditors

An updated version of the "Guidance Notes for Beneficiaries and Auditors on certificates issues by external auditors" (version as of 1st July 2010) is available from the EC’s CORDIS website.

Amending the September 2009 document, the update takes into account the following modifications and new developments:

  • the validity of the Certificates on the methodology (Part I-5.2.2 and Part I-5.3.1)
  • the particular case of average personnel costing methodologies for physical persons and SME owners who do not receive a salary (Part I – 5.3.4)
  • additional information and clarification on time-recording requirements (Part I – 6.4.1)
  • the correction of the procedure regarding exchange rates for Certificates on the Financial Statements (Part II – 6.4.5)
  • other minor additional information and explanations, as well as some rewording of the text.

This document will be useful in developing FP7 administration systems that will not give any nasty surprises.

9. EC releases 2009 Monitoring Report Header

 

The EC has released its 2009 monitoring report on FP7. The report is part of the EC’s own internal management and reporting on the operation of FP7, and feeds back statistics on participation by country, sector, and gender; as well as providing a review of the major FP7 activities, such as the Joint Technology Initiatives and the simplification of the Framework Programme.

10. Revision of the FP7 Financial Guidelines

The EC has launched an updated version of the "Guide to Financial Issues relating to FP7 Indirect Actions". This document provides participants in FP7 projects with information and procedures on financial issues relevant for the implementation of FP7 projects, although it is used as a companion document for the Marie Curie Actions document.

Originally published in July 2007, this 'living document' was first updated in April 2009, to clarify specific issues. The current update continues the theme of simplification of the Framework Programmes processes, and reflects both practical experience and new developments of this last year, including:

  • Extension of the transitional flat rate for indirect costs until the end of the FP.
  • Possibility of using the new flat rate on subsistence costs.
  • Communication on the Recovery process and modalities of extrapolation.
  • Changes led by the Lisbon Treaty.
  • Implementation of the obligation to receive pre-financing in an interest-yielding bank account.
  • Modification of the model Grant Agreement to keep the legal status of SMEs, non-profit public bodies and secondary and higher education establishments for the whole duration of the project.
  • Changes linked to average personnel costs.

11. Interim evaluation of FP7

The EC has launched an online consultation, as part of the FP7 interim evaluation, and would ask anyone with relevant views to consider participating in this exercise. The survey comprises eight questions (mostly tick box), with the opportunity to provide additional comments (up to 2500 characters). The survey, which takes less than 5 minutes to complete, is very broad in its approach, but does give the opportunity to say now how FP8 (if that is what we will call it!) could do better. The deadline for this survey is Friday, 27 August 2010.

12. Report on European Partnership for Researchers

The 2009 Report on the Implementation of the European Partnership for Researchers (EPR) by Member States (MS) and Associated Countries to FP7 (AC) has been released by the ERA Steering Group on Human Resources and Mobility (SGHRM).

The report is a synthesis of the progress made by European countries in response to the 2008 EC Communication on “Better Careers and More Mobility: A European Partnership for Researchers”, which encouraged MS to focus their efforts towards the implementation of the principles of the European Charter for Researchers and the Code of Conduct for their Recruitment along the following priority areas:

  • Systematic open recruitment and transferability of grants
  • Meeting the social security and supplementary pensions needs of mobile researchers
  • Providing attractive employment and working condition
  • Enhancing the training, skills and experience of researchers

The report will be a useful reference tool for researchers preparing the ‘Implementation’ section of Marie Curie Fellowship proposals.
