In this issue:
Those involved in the development of IRSES proposals for the 25 March 2010 deadline will be aware that there has been some discussion about the formal process of obtaining funds for NZ-Europe exchange. Whilst the final agreement has still to be signed, FRENZ can announce that MoRST will shortly hand over the IRSES funding and investment process to the Royal Society of New Zealand (RSNZ). Therefore, all NZ participants in IRSES proposals should be aware that they will be required to submit, though their Research Office or similar agency, an electronic copy of the EC proposal to the RSNZ within 4 weeks of the EC deadline (i.e., for this call, before 22 April 2010).
Following the EC evaluation, those NZ institutions involved in proposals ranked A (main-list for funding) or B (reserve list) must submit, to the RSNZ, the following additional information, as an illustration of the 'benefit to NZ' of their participation in the IRSES project:
- a brief description (not exceeding two pages) of the benefits for New Zealand;
- a description of how their proposal fits within priority areas for the NZ-EU STC relationship;
- a copy of the REA's "Individual Evaluation Summary Report" provided to the project coordinator which contains both the overall score the project received and a detailed evaluation of the project; and
- any other application documentation deemed necessary by the RSNZ.
The RSNZ will provide further details of the information required to the New Zealand partner agencies involved in all "A" and "B" listed projects once these have been identified.
Only those projects which the RSNZ assesses as meeting the "benefit to New Zealand" criteria will be funded. However, New Zealand institutions will not necessarily receive the full sum sought through the Counterpart Fund and, where the demand for funding exceeds the amount of funding available from the IRSES Counterpart Fund, the RSNZ will prioritise funding for a) those projects that provide the most significant benefit for New Zealand and b) those projects that scored highest in the Commission’s assessment process. However, the RSNZ will ensure that the level of financial support awarded to each successful project is sufficient to achieve the expected outcomes.
See the RSNZ website for information on how to submit the details on NZ involvement in IRSES.
Future Internet activity announced by EC
The European Commission have indicated that the area dealing with Information Society activities will launch a new public-private partnership initiative on Future Internet. The initiative will complement other activities developed as part of Europe's economic recovery package, notably Factories of the Future, Energy-efficient Buildings and the European Green Car Initiative.
The Future internet launch will be announced as part of the Spanish EU Presidency/EC conference, The European RTD Framework Programmes: From Economic Recovery to Sustainability, scheduled to take place in Valencia on 13/14 April 2010. Although this is short notice, the EC would like to encourage potential participants in the Future Internet call to be part of the wider economic recovery conference, and particularly the 5th Future Internet Assembly (FIA) conference, bringing together some 350 participants from more than 90 projects working on the Future of the Internet, scheduled to take place on 15/16 April, also in Valencia.
Opened by Ms. Cristina Garmendia, Minister of Science and Innovation, Government of Spain, high-level participants from public and private stakeholders will debate the state-of-play and trends in the different public-private partnerships initiated by the European Commission. The conference will close with a speech by Commissioner Neelie Kroes
Please take note of the conference agenda and the many side events taking place throughout the week.
Registration is available at: participate.
FP7 Project Reporting 'Quick guides'
The European Commission has produced a 'quick guide' for FP7 partners (beneficiaries) on how to use their new, online project reporting tool. Following a brief test period, the use of the tool will become mandatory for all participants from 1st March 2010.
These guides will be used during the FRENZ 'FP7 administration' training to ensure that research management are in the position to assist relevant researchers with periodic and final project reports.
The reporting tool is available here.
The Quick guides are accessible here , and on the FRENZ website.
